Our Board Members
Carmel Arthur OAM has extensive experience in the criminal justice system, working with the courts, Corrections Victoria, and Victoria Police. In 2021, Carmel was awarded the Order of Australia Medal for services to the law.
As a victim of crime, Carmel provides invaluable personal insights into the operation of the criminal justice system through lived experience. With expertise in strategic planning, integrated service delivery and systems thinking, Carmel is committed to finding balance between assuring community safety and supporting offenders through evidence-based interventions, including treatment and rehabilitation. Carmel has worked extensively with policy reform initiatives aimed at improving access to justice and reducing recidivism.
Carmel is a full-time member of Victoria’s Post Sentence Authority and held previous appointments on Victoria’s Sentencing Advisory Council and Adult Parole Board. Carmel is currently a full-time member of the Post Sentence Authority.
Carmel joined the Penington Institute Board in 2018.
Successfully reducing the harms of drug use will ultimately require our justice and health systems to work together.
