Exclusive | The Herald Sun spoke to Penington Institute CEO John Ryan at a mock licensed cannabis outlet set up on Brunswick Street in Fitzroy this week.
The mock shop has been set up for the launch of the Penington Cannabis Control Plan – a clear plan for the legalisation and regulation of cannabis for adult personal use.
It’s about taking back control. Regulation means strict oversight, clear controls on access and use and penalties for trafficking. It means resources for police to focus on serious crime.

The Plan has been developed specifically for Australia. The Plan has been shaped by deep consultation with health professionals, legal and policy experts, law enforcement and aligns with strong community sentiment for reform.
The look of the mock Fitzroy shop is deliberately low key and meant to reflect the utilitarian style of many shops in the US. It will be open to the public for a week and no drugs will be sold.
