Christine Kotur AM

Christine Kotur AM is a highly regarded policy analyst and strategist with expertise in governance, education, public policy and health. Christine is a trusted adviser to government, community and board members across sectors, supporting communities and organisations to navigate significant, often unique difficulties. 

Christine has worked closely with three Royal Commissions – the Bushfires Royal Commission, the Royal Commission into Family Violence and the Royal Commission into Victoria’s Mental Health System. 

Christine’s experience spans boards, peak industry groups, and regulatory bodies. Christine has served on major inquiries, reviews and investigations across health and mental health sectors, including as a member of the expert panel reviewing the trial of the Medically Supervised Injecting Room.

In 2025, Christine was appointed a Member of the Order of Australia in recognition of her contribution to education and service to the community. 

Christine joined the Penington Institute Board in 2025.
