While a well-designed regulatory framework offers a safer, smarter approach to managing cannabis, prioritising community health and safety and reducing unnecessary harm.
That’s why Penington Institute has launched the Regulate it? campaign.
The campaign asks the Victorian community to the ‘Take the cannabis test’—a five-question online quiz designed to encourage the community to think about how cannabis can be safely regulated.
Results from the test are compared with other Victorian views and with Penington Institute’s approach to sensible, adult-use cannabis regulation.

This campaign is about bringing the wider community into the discussion about how we can best shape a regulatory framework that protects community safety and health. We know the community is increasingly in favour of safe regulation—now is the time to make this change happen. Victoria’s laws can be brought in line with public opinion, for the benefit of all Victorians.
